This is a long process that begins with getting them to the United States in a legal status.

From the qualifications you have provided, there are a couple of options to bring them here:

1. On a work visa sponsored in for an H-1B or an O visa by an american employer. Once they are here, you can sponsor them for a family based green card.

2. You can sponsor them for a family based green card right now. However, once the process is begun, they cannot travel until the green card is approved. The process for this caterogry of family member is about 3 years.

3. They can enter the U.S. as visitors, and once here, you can sponsor them into the U.S. for green cards. However, this process will take 2 to 3 years and they will have to leave the U.S. prior to getting the green card.

Once they have a green card, your family members have to have 5 years of continuous presence in the U.S. as permanent residencts before applying for citizenship.
