When we purchased our house it was not in a flood plain.

When we purchased our house it was not in a flood plain. It has never been flooded. When the people we bought the house from purchased it it was not in a flood plain. The lender of the lady who is trying to buy the house from us was told it was not in a flood plain. Yesterday, my mother talked to the people and was told it was not in a flood plain. Today, city engineers reissued a certificate saying we are in a flood plain but the house next door to us which is lower than us is not. So the lady who was going to buy our house has withdrawn her offer. Of course, we have already booked movers, cancelled insurance, etc. How can this be the case? HELP PLEASE!
